Statement On the Issue of Compensation of Local Staff Income Tax delivered by Ambassador Arman Kirakossian at the 1035rd Meeting of the OSCE Permanent Council

Mr. Chairperson,

We took positive note of the initiative of the distinguished Secretary General to send Notes Verbale with the request of reimbursement to the OSCE participating States which impose taxes on the local staff of the OSCE field operations. It goes fully in line with the OSCE Staff Regulation 5.05 and is aimed at abolishing the illegal practice of non-refundable compensation of the income tax and achieving full compliance with the OSCE Staff Regulations and Rules.

In this regard we would like to call the participating States concerned to provide positive responses to the Secretariat, which will be the first step towards solving this long standing issue.
