Statement In Response to Secretary General Lamberto Zannier delivered by Permanent Delegation of Armenia at the 1150th Meeting of the OSCE Permanent Council

Mr. Chairman,

We would like to thank the distinguished Secretary General, His Excellency Lamberto Zannier for presenting his valuable experience of leading this Organization and views on the prospects of the OSCE.

In the last Ambassadorial retreat in Retz Ambassador Zannier presented number of interesting ideas on how to strengthen and make more efficient our Organization. We agree with the opinion of the distinguished Secretary General on the need of finding new ways and mechanisms of cooperation with those participating States, which are willing to use the OSCE toolbox and expertise in implementation of their commitments. The proposals of Ambassador Zannier are of utmost relevance in the conditions of dismantling OSCE field presence in entire regions namely the South Caucasus. We would like to highly appreciate outstanding efforts of the Secretary General to maintain the OSCE presence in Armenia. As it was stressed during recent trip of the Secretary General to Armenia, the Armenian side looks forward to establish new ways of ensuring continued involvement of the OSCE based on tradition of excellent cooperation between OSCE Office in Yerevan and the Government.

We share the point of view of Secretary General Zannier that especially in times of crisis we need to invest more in the OSCE and its toolbox. Readiness of participating States to meet their commitments on financial contribution to the Organization is indicative of whether they treat the OSCE seriously.

We commend the efforts of Lamberto Zannier to strengthen the conflict cycle capacities of the Organization and its relevant field operations, in particular in the field of early warning and verification.

We highly appreciate the personal efforts of Ambassador Zannier in engaging academic cycles, private sector, civil society and international partners in the activities of the OSCE. The “Security Days” events, which were established upon his initiative proved to be valuable forum for dialogue and interaction with external partners.

We would like to take this opportunity to once again express our sincere gratitude to the distinguished Secretary General for his dedication to and belief in the potential of the OSCE as well as his efforts to put the Organization in good service of promotion of peace, security and cooperation in Europe.
