We would like to draw the attention of the Permanent Council to another attempt of subversive infiltration undertaken by Azerbaijani armed forces on February 1, this time on the Line of Contact.
According to the Press Release of Nagorno-Karabakh Defence Army on February 1, at about 3:00 p.m., the Azerbaijani armed forces made a subversive infiltration attempt in the northern direction of the Line of Contact between the armed forces of Nagorno-Karabakh and Azerbaijan in the vicinity of Talish village. The Defence Army units, promptly revealing the advance of the Azerbaijani special forces, took appropriate actions and inflicted casualties on them. As a result, one Azerbaijani soldier Elnur Husseynzade, born in 1995 in Barda town got captured, and there is also information on wounded servicemen from the Azerbaijani side.
We condemn yet another attempt to deteriorate the situation on the Line of Contact and call Azerbaijan to refrain from the actions entailing use of force.
We also call Azerbaijan to implement agreements of Vienna and St. Petersburg Summits on establishment of an OSCE investigative mechanism and enhancement of the PRCiO capacities.

Paradoxically, the more precise are issues raised by the Delegation of Armenia, the lengthier are response statements of Azerbaijan.
We took note of the statement of Azerbaijani Delegation, which as we understand repeats the press release of their Ministry of Defence.
There is somewhat inconsistency with war mongering statements of Azerbaijani delegation here in Vienna and press releases of Azerbaijani MoD. On one hand, Azerbaijani Delegation goes in lengthy belligerent positioning, justifying use of force by Azerbaijan and defining heroic readiness of its armed forces to this end but on the other hand Azerbaijani Defence Ministry identifies deserters who run to the enemy across the Line of Contact.
The easiness by which Azerbaijani armed forces reject their own servicemen facing difficult circumstances is also very strange from any point of view.
And one final remark. In the age of Internet it is difficult to ensure total censorship even in Azerbaijan. The family members of Elnur Husseynzade and representatives of his municipality confirmed via social networks that he is a military serviceman.
