Statement On the Programme Outline delivered by Ambassador Arman Kirakossian at the 1050th Meeting of the OSCE Permanent Council

Mr. Chairman,

We would like to thank distinguished Secretary General for presentation of the Programme Outline for the year 2016.

We took note of the Programme Outline and would like to share some ideas in general manner.

The Horizontal issues, including the issue of illegal compensation of the local staff income tax, remain highly relevant and therefore we reiterate our position that the Horizontal issues should be formulated and addressed separately throughout the Programme Outline and budget cycle discussions
.
In our view programmatic activities of the OSCE institutions particularly the ODIHR and RFOM should encompass entire OSCE region. The OSCE commitments should be implemented throughout the OSCE and these institutions are entitled to provide assistance to the authorities and civil society without any politisation.

We took note of the proposal of the RFOM to introduce new post which inter alia will deal with confidence building among journalists in the conflict environment. In our view this activity can be useful if it is undertaken in an inclusive manner and aim at improving protection of journalists participating in confidence building measures.

Armenia has always supported and will continue to support the OSCE mandates related to the NK conflict resolution particularly OSCE Minsk Group Co-Chairs and the PRCiO. With regard to these mandates we will present our views in more details throughout relevant ASMF discussions.

We reiterate our full support to the OSCE Office in Yerevan and intention of the Government of Armenia to continue positive and constructive cooperation with the Office in implementation of the OSCE commitments in all three dimensions firmly remains on our agenda.

In the end we would like to extend our gratitude to the Serbian Chair of the ACMF, Ms. Marina Milanovic-Ilic for successful conduct of her work and offer our support to the upcoming German Chair of the ACMF.
